1. To implement the guidelines and policies as well as laws, regulations and rules of the Central Government, Guangdong Province and Guangzhou, formulate relevant laws and provisions for domestic cooperation, check and supervise the enforcement.

2.To coordinate in the preparation and implementation of the development plans for domestic cross-regional, inter-departmental and cross-industrial cooperation initiated in Guangzhou. To work with relevant departments to conduct survey, research and analysis and statistics of domestic cooperation initiated in Guangzhou and report to the Municipal Party Committee and Government of Guangzhou as decision-making reference. Be responsible to collect, collate, store, transfer, develop and use cooperation information resources at home and abroad, to establish and optimize the cooperation information network system.

3.To coordinate in the arrangement of the cross-regional, inter-departmental and cross-industrial cooperation among Guangzhou and other cities of China. Work with relevant departments to facilitate the cooperation with other cities of China in economy, technology, education, culture, environment and health. Undertake the daily work of “Office of Guangzhou Leading Group on Promoting Cooperation and Coordination among Provincial Capital Cities in Pan Pearl River Delta”. Cooperate with relevant municipal departments to promote the industrial transfer and labor force transfer in Guangzhou, as well as relevant work of the implementation of the Outline for Reform and Development in the Pearl River Delta Region.

4. Be responsible for organization, planning, guidance and coordination on Guangzhou’s participation in the development of West China.

5.To organize, coordinate and guide the plans of economic development in Guangzhou’s pairing-assistance areas, as well as Guangzhou’s pairing-assistance work which takes poverty alleviation and development “Plan for every household, Responsible to every person” as the main content. Undertake relevant work on helping poor areas to develop economy assigned by the Municipal Party Committee and Government of Guangzhou. Undertake the daily work of the Leading Group of Guangzhou’s Pairing-assistance Economic Development.

6.Be responsible for liaison and management of the Party affairs, ideological and political work, Labor Union, the Communist Youth League, Women’s Federation, disciplinary inspection, comprehensive management and security work of institutions of other cities stationed in Guangzhou; undertake the approval of nonlocal institutions stationed in Guangzhou and their economic and trade exchange in Guangzhou; responsible for the management of the administrative bodies of Guangzhou in other cities of China.

7.To work with relevant municipal departments to undertake exhibitions, shows, negotiations and other events for the purpose of economic and trade cooperation sponsored by the municipal government; undertake the organization of Guangzhou Fair sponsored by the municipal government; work with relevant departments to guide the enterprises in Guangzhou to achieve industrial and product restructuring, as well as organize and guide local enterprises to expand into overseas market.

8.Be responsible for the coordination, fulfillment and services of events related to the exchange and cooperation among Guangzhou and other provincial and municipal governments in China; undertake the organization and coordination of friendly cooperation agreements signed among Guangzhou and other cities in China; work with relevant departments to fulfill the liaison, coordination and reception of nonlocal governmental delegations visiting Guangzhou; be responsible for the organization, liaison, coordination and services of Guangzhou delegates visiting other places of China.

9. Be responsible for liaison and guidance work of Guangzhou Agents Association and Fellowship of Institutions in Guangzhou.

10.Be responsible for guidance on cooperation affairs of district and county level.

11.To undertake other matters assigned by the municipal government and other superior departments.
